COUNTY ROADS RESURFACING - 15
ALLEN COUNTY, OHIO
Sealed bids will be received at the office of the Board of Allen County Commissioners, Allen County Courthouse, City of Lima, Ohio, until 11:00 A. M., June 24, 2015, at which time they will be opened and publicly read aloud. Bids will be for rehabilitating the existing pavement on various county, township and village roads by means of resurfacing the existing pavement with 448 asphalt concrete per Allen County specification. The resurfacing will consist of an average thickness of 1-3/8” of asphalt concrete to match the width of the existing pavement. A tack coat will be applied on the existing pavement before resurfacing. 448 Asphalt Concrete shall have minimum bitumen content of 6.2% and may contain a maximum of 10% recycled material. Aggregate to be used in hot mix shall be stockpiled, for sampling by county and testing at least two weeks before being used in hot mix. Stone stockpiles not passing Allen County Engineer’s specifications as result of testing, shall be rejected for use in this contract. Total number of miles being resurfaced is approximately 14.9 miles of which 12.3 miles make up the COUNTY ROADS RESURFACING OPWC PROJECT, an Issue 1 funded project. Also included in the project are 12.3 miles of temporary centerline striping and 4,831 square yards of asphalt planning. A PORTION OF THE ROADS, AS LISTED ON THE PROJECT LIST, WILL REQUIRE FLAGGERS.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as determined by the Ohio Department of Industrial Relations.
Specifications and contract bid documents may be obtained from the office of the Allen County Engineer; 1501 North Sugar Street; Lima, Ohio 45801. There will be a $5.00 charge per set, which is non-refundable. Checks should be made payable to the Allen County Engineer.
Each bidder is required to furnish with its proposal, a Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must provide evidence of its experience on projects of similar size and complexity, and a complete listing of all subcontractors to be used. The owner intends and requires that this project be completed no later than September 18, 2015. To allow proper time for the paperwork to be processed, the contractor will not commence work before July, 20, 2015.
All bids shall be sealed and addressed to the Board of Allen County Commissioners; Court of Appeals Building, 3rd Floor; 204 North Main Street; Lima, Ohio 45801 and marked “SEALED BID - COUNTY & TOWNSHIP ROADS RESURFACING - 15” on the outside of the outer most envelope.
No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bid opening.
The Board of Allen County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or to waive any irregularities pursuant to Section 9.31 of the Revised Code.
